About Landeshauptstadt Hannover

The state capital of Hanover is the municipal administration of the Lower Saxon state capital. Via the hannover.de portal, operated jointly with the Hanover Region, it brings together information and services for residents, businesses, visitors and the worlds of science and business – ranging from citizens' services and social affairs to the environment, culture and mobility, as well as public notices, public tenders and job vacancies.

The range of services includes the online office or service portal with digital administrative services, a directory of authorities, an events calendar and a map of facilities such as citizens' advice offices. Content is provided in several languages and in Easy Language; a dedicated accessibility statement is also available. In addition, the city provides information on civic participation and engagement.

One focus of the administration is digitalisation. The administrative strategy on digitalisation, published in 2018, laid the foundation for shaping digital transformation across all areas of action of the city administration; digitalisation is understood as a cross-cutting task for the city as a whole, affecting the city both as a service provider and as an employer. Topics include, among others, open data, participation and transparency, as well as staff qualification.

Building on this, the state capital of Hanover is pursuing an IT strategy aimed at consistently digital and user-friendly processes, as well as digital sovereignty through data-protection-compliant and legally secure IT solutions. Regular reports are provided on the implementation status of the Digital Town Hall, with a focus on the Online Access Act and the document management system, for example on the end-to-end digital processing from file creation to archiving. Lars Baumann, as Head of Department for Personnel, Digitalisation and Law, is responsible for this area.

Since 2025, the digital assistant Hanni has complemented the city's service portal, answering questions on topics relating to the city administration. It is aimed at residents, businesses and the administration's employees.
