Jakob Efe

Dr. Jakob Efe supports public authorities and companies in the data-driven management of complex challenges at the interfaces of law, organisation and technology. At Capgemini Invent, he co-heads the Legal Engineering division and advises in particular on Legal AI, Law as Code, digital administration and state modernisation. In doing so, he leads interdisciplinary teams that use innovative solutions such as SPARK-API to automate regulatory processes with AI support. After studying Political Science, German Studies and Public Law in Heidelberg, as well as a Master of Laws in Mannheim and Adelaide, he completed his doctorate with a comparative law thesis in public law at the University of Mannheim. Research stays took him to King's College London and the Max Planck Institute for Comparative Public Law and International Law. He complements his regulatory expertise on AI and data with certifications such as AIGP and CIPP/E.
